Five questions for House of Lords Reform

1.  Does reform increase rather than diminish the power of Parliament over the Executive?

2.  Does reform increase or decrease Prime Ministerial/Executive patronage?

3.  Does reform make the passage of legislation more or less effective?

4.  Does reform mean that legislators will be more or less accountable?

5.  Does reform mean that the Commons remains the supreme legislature?
