The letter left by the outgoing Chief Secretary, to his sucessor David Laws, could not have better stated the economic mess we are in. Mr Byrne apparently wrote "There is nothing left". Given that we are hundreds of billlions of pound in debt, and the deficit is ever increasing, it explains why we need an emergency Budget in less than 50 days time.
